brake calipers Options

I was trying to change the brake pads last night but the brake calipers mounting bolts wouldn't budge. I've never seen bolts on that tight. I am assuming there is probably loc-tite or similar on them since they've never been removed before. I've worked on brakes before but have never seen anything like this. It looks like too tight of a spot to get a torque wrench back there. right now it's soaking in PB Blaster, but I have rarely had success with that. Anyone seen anything like this or have any suggestions? thanks
